The US Department of the Treasury has imposed new sanctions on Russia’s two largest oil companies, Rosneft and Lukoil, as part of efforts to encourage negotiations for a peace deal in Ukraine. US Treasury Secretary Scott Bessent stated that these sanctions target entities that financially support the Russian government amid ongoing conflict.
This announcement coincided with a visit from NATO Secretary-General Mark Rutte to the White House to discuss peace talks. The sanctions followed Russia’s intensified military actions in Ukraine, where recent drone and missile strikes resulted in civilian casualties, including at least seven deaths, two of whom were children.
Bessent emphasized the need for an immediate ceasefire, suggesting that further actions may be taken if necessary to support ongoing diplomatic efforts. This move comes shortly after the UK implemented a similar sanctions package against the same Russian companies, which are responsible for nearly half of Russia’s oil production.
Meanwhile, US lawmakers, including members from both major political parties, are awaiting approval to vote on a proposed bill aimed at imposing extensive sanctions against Russia and countries purchasing oil from it. The discussions at the White House were expected to focus on a 12-point plan from European NATO allies and Kyiv, which includes initiatives such as freezing current front lines, returning deported children, and conducting prisoner exchanges.
The plan also proposes establishing a war recovery fund for Ukraine, enhancing military aid, and increasing economic pressure on Russia. While President Trump previously expressed disapproval of a planned meeting with Putin, citing a lack of productive outcomes, he has formerly supported proposals to halt fighting along current front lines.
A preparatory meeting between US Secretary of State Marco Rubio and Russian Foreign Minister Sergei Lavrov was initially scheduled, but the White House later determined a meeting was unnecessary after a productive phone conversation. Russian officials have reiterated their stance for Ukrainian troops to withdraw from the Donbas region, challenging proposals for any cessation of hostilities. Additionally, Ukrainian President Volodymyr Zelensky has expressed interest in acquiring US long-range missile capabilities, suggesting that this might compel Russia to engage in negotiations.
