Ukraine is set to receive up to 100 Rafale F4 fighter jets from France, along with advanced air defense systems, in an effort to enhance its military capabilities amid ongoing Russian attacks. Ukrainian President Volodymyr Zelensky described the agreement as “historic,” following the signing of a letter of intent with French President Emmanuel Macron at an air base near Paris.
The delivery of the Rafale F4 jets is scheduled to be completed by 2035, and joint production of interceptor drones will commence this year. While financial details are still being finalized, there are indications that France will pursue EU financing and potentially use frozen Russian assets to fund the deal, a move that has generated debate among EU member states.
Zelensky stated that the agreement would last for a decade starting next year and would include the provision of advanced French radars, eight air defense systems, and other military equipment. The context of this deal comes against a backdrop of increased Russian drone and missile attacks that have targeted Ukraine’s infrastructure, resulting in civilian casualties and widespread disruptions.
Macron emphasized the significance of the agreement for re-energizing Ukraine’s military. The Rafale jets are seen as essential for enhancing Ukraine’s air defense, particularly in light of the long-range threats it currently faces. However, analysts have noted that the effectiveness of these advancements will depend on the timeline for implementation and the accompanying missile systems.
The complexities surrounding the agreement include questions about funding sources and logistical support for the new military hardware. While Ukraine currently operates French Mirage warplanes and plans to acquire Swedish Gripen jets, the delivery of new jets and systems will require extensive training and logistical infrastructure.
Zelensky’s ongoing diplomatic efforts include a planned trip to Spain for additional military support and a recent gas deal with Greece for US liquefied natural gas imports. Despite Russia’s invasion since February 2022 and its control over about 20% of Ukraine, Western support continues to play a crucial role in Ukraine’s defense strategy.
