Negotiations aimed at finalizing a US-proposed peace plan to resolve the conflict between Russia and Ukraine have reportedly made significant advancements, according to Secretary of State Marco Rubio. He noted, however, that further discussions are necessary following his meetings with Ukrainian and European negotiators in Geneva, Switzerland.
Ukrainian President Volodymyr Zelensky indicated that there are “signals” suggesting the team of former President Donald Trump is receptive to Ukraine’s position. Concerns have been raised by Ukraine and its European allies regarding leaked proposals that appear to favor Russia, with President Putin expressing approval of these as a potential basis for a settlement. Zelensky remarked on the difficult choices facing Ukraine, including the potential loss of dignity or the risk of alienating key partners.
Rubio expressed optimism about the progress during the talks, highlighting that the teams aimed to narrow outstanding issues within a 28-point US plan. Any finalized agreement would have to be approved by both the Ukrainian and US presidents before being presented to Russia. Rubio emphasized that some issues remain to be addressed, and reports suggest an alternate plan from European allies, primarily from the UK, France, and Germany, although Rubio stated he has no knowledge of this document.
Trump criticized Ukraine’s leadership for a perceived lack of gratitude for US involvement in the conflict and pointed out that European nations continue to import oil from Russia despite Kyiv’s alliances in the region.
The focus of the negotiations includes a draft plan that involves a withdrawal of Ukrainian troops from parts of the eastern Donetsk region and recognizes Russian control over other contested areas, including Crimea. The proposal also aims to limit Ukraine’s military forces, restrict its bid for NATO membership, and outline conditions for Russia’s economic reintegration. Trump has set a deadline for Ukraine to respond to these proposals, although he indicated that this isn’t his final offer. Rubio expressed optimism regarding the timeline for reaching a consensus.
