Despite a close rapport with Witkoff, Dmitriev has faced criticism, notably from US Treasury Secretary Scott Bessent, who described him as a “Russian propagandist” after he commented on sanctions affecting US fuel prices. Moreover, the US Treasury Department has identified Dmitriev as a “known Putin ally,” imposing sanctions on the RDIF under his leadership.

Dmitriev’s background is diverse; raised by scientific parents in Ukraine, he has previously critiqued elements of Putin’s policy. After attaining prestigious degrees and working in investment, he assumed leadership of the RDIF in 2011. His proposals for economic collaboration have spanned options for energy projects and initiatives that aim to enhance commercial ties with the US. Amidst these developments, he has also faced sanctions from Ukraine, reflecting the wider geopolitical tensions at play.
