Hamas has reportedly accepted a ceasefire and hostage release proposal put forth by regional mediators, specifically Egypt and Qatar. According to a source within Hamas, this proposal is based on a two-stage framework introduced by U.S. envoy Steve Witkoff in June. The arrangement suggests that Hamas would release approximately half of the 50 remaining Israeli hostages, with 20 believed to be alive, in two groups during an initial 60-day truce period. Additionally, this framework includes discussions regarding a permanent ceasefire.
The response from Israel remains uncertain, as Prime Minister Benjamin Netanyahu’s office has stated that any agreement must entail the release of all hostages simultaneously. Following reports of Hamas’s approval, Netanyahu released a video indicating that he perceives the group to be under significant pressure. In the coming days, it is anticipated that his cabinet will approve a military strategy aimed at occupying Gaza City, which has seen an increase in Israeli strikes that have caused a mass exodus among Palestinian residents.
Despite ongoing discussions, Netanyahu has emphasized that the conflict will only conclude when all hostages are freed and Hamas disarms. He also seeks a demilitarized Gaza under Israeli security control with an administration disconnected from Hamas or the Palestinian Authority. Meanwhile, Hamas is advocating for a comprehensive agreement that would involve exchanging hostages for Palestinian prisoners in Israeli detention, the cessation of hostilities, and a full withdrawal of Israeli troops from Gaza. Hamas has insisted that it will not disarm unless an independent Palestinian state is established.
The backdrop to these negotiations includes a military campaign initiated by Israel in response to a Hamas-led attack on October 7, 2023, resulting in significant casualties on both sides. According to the Hamas-run health ministry in Gaza, over 62,000 people have died in the territory since the conflict escalated.
