Google has announced adjustments to its recently proposed identification verification requirements for Android developers. Initially, the company intended to mandate that all developers, even those outside the Play Store, verify their identities by providing personal information like legal names, addresses, emails, and phone numbers. Critics, including the Keep Android Open campaign and the open-source repository F-Droid, expressed concerns that such a requirement could severely limit user choice regarding software installation.
Despite ongoing plans for verification—early access to the system launched recently—Google has shared that it is working on a new approach. This “advanced flow” will allow experienced users to install apps from unverified developers while incorporating protective measures against potentially harmful software. Users will receive clear warnings about the risks associated with installing these apps.
Additionally, Google is developing a new account type aimed at students and hobbyists that will exempt them from full verification requirements. However, this account will restrict app installations to a limited number of devices.
Sameer Samat, president of Android, emphasized the importance of user safety, explaining that scammers often exploit anonymity to distribute harmful apps. By implementing a verification process, the intention is to mitigate this issue effectively. The feedback from the community has highlighted the need for a learning path for students and an avenue for experienced users to manage their risks.
The rollout of developer verification is scheduled to begin in 2026, targeting developers in specific countries such as Brazil, Indonesia, Singapore, and Thailand, before expanding globally in 2027. These developments are part of broader changes for Android, which include modifications to its developer fee structure and the introduction of officially recognized third-party app stores, pending judicial approval.
