Citizens Advice anticipates a significant increase in requests for assistance this winter as many individuals already facing fuel debt are expected to incur additional energy costs. The organization reported that 50% of the 1,000 clients it assisted in Hull and East Yorkshire regarding fuel poverty were in arrears with energy suppliers.
Jessica Smith, a data analyst with Citizens Advice, noted that fuel poverty often leads to a cycle of problems, such as damp homes, increased debt, and mental health challenges. This winter’s cold temperatures are anticipated to exacerbate these issues, prompting the organization to encourage those impacted by fuel poverty to seek support.
Smith highlighted that while Citizens Advice can provide guidance on repayment strategies and ways to cut energy expenses, many families are still left making the difficult choice between heating their homes and purchasing food.
Data collected between April 2024 and May 2025 revealed that Citizens Advice supported nearly 1,300 clients in Hull and East Yorkshire who reported a total of 1,468 cold and damp housing issues. Additionally, there were 1,258 requests for emergency fuel vouchers, with half of those in need also relying on local food banks. Among clients reporting damp housing, one-quarter also faced mental health issues.
Smith indicated that living in cold, damp conditions while making tough financial choices significantly affects both mental and physical health. She urged individuals to seek help early to avoid a downward spiral.
Energy Minister Martin McCluskey addressed these concerns, emphasizing the government’s commitment to addressing fuel poverty. He encouraged families struggling with energy costs to reach out to their suppliers and organizations like Citizens Advice. McCluskey highlighted the potential impact of the Warm Home Discount program and reiterated government efforts to reduce energy costs.
Hull City Council is also actively engaged in supporting residents through energy efficiency initiatives aimed at making homes more affordable to heat. Council member Paul Drake-Davis stated that the local authority provides information about available support for efficient heating and home improvement grants as residents navigate the ongoing cost of living crisis.
