South Korea has finalized an agreement with the United States to construct nuclear-powered submarines, a move that underscores the strengthening ties between the two nations. The U.S. has consented to the development of “attack submarines” and has agreed to assist in sourcing the necessary fuel, as detailed in a fact sheet released by the White House.
This agreement follows a broader trade deal reached last month, which aims to reduce reciprocal tariffs from 25% to 15%. President Trump had previously imposed a 25% tariff on South Korean goods, but negotiations led by South Korean President Lee Jae Myung resulted in a reduction in the rate. The latest submarine agreement emphasizes increased collaboration, particularly in light of heightened tensions in the region due to North Korea’s nuclear program and China’s expanding influence.
Currently, the United States, China, Russia, the United Kingdom, France, and India are the only nations with nuclear-powered submarines. South Korea’s existing fleet consists of approximately 20 diesel-powered submarines, which require more frequent surfacing compared to nuclear counterparts. South Korean officials view the acquisition of nuclear submarines as a significant advancement in their defense capabilities against North Korea.
In recent months, North Korea has reportedly been pursuing its own nuclear submarine program with potential assistance from Russia, raising concerns in South Korea. Some experts believe that while the submarines may not drastically shift the power balance in the region, they serve as a reassurance to South Korean citizens about their government’s response to security threats.
The U.S. support for South Korea’s submarine program may also aim to exert pressure on both North Korea and China. Following the announcement, the Chinese Ambassador expressed concerns and underscored the complex security situation on the Korean Peninsula.
The next steps in the deal involve modifying existing nuclear agreements to facilitate the provision of nuclear fuel and establish parameters for its military utilization. While Trump indicated plans for the submarines to be built in Philadelphia, South Korean officials suggest that local construction is feasible and faster due to existing facilities.
